The handle transmission device comprises a driving piece, a pull rod assembly and a positioning mechanism. The pull rod assembly is provided with transmission teeth which are in transmission coupling with the driving teeth and used for providing driving for locking and opening the door and window. The positioning mechanism is adjacent to the side portion of the driving piece and comprises at least one elastic positioning device, each elastic positioning device comprises an elastic piece and an abutting piece driven by the elastic piece, multiple positioning portions are arranged on the transmission shaft of the handle or the driving piece, and the abutting pieces elastically abut against the positioning portions to achieve the positioning effect when the handle rotates. Compared with the prior art, the positioning mechanism for positioning the rotating angle of the handle is arranged in the handle transmission device, so that the production structure of the handle is simplified, the specification and the size of the handle can be conveniently made to be smaller and simpler, and the handle transmission device is suitable for doors and windows of various specifications and wide in application range.
