The waterproof coiled material laying construction device comprises a base and a fixed frame, wherein a connecting groove is formed in the base; a plurality of air cylinders are symmetrically arranged in the connecting groove; a connecting frame is slidably connected inside the connecting groove and fixedly installed at the output ends of the air cylinders; one end of the connecting frame extends out of the connecting groove and is fixedly connected with a first rotating shaft; the fixed frame is inserted into the first rotating shaft; the fixed frame is of a semi-arc-shaped structure; first sliding grooves of arc-shaped structures are symmetrically formed in the fixed frame; the ends, away from each other, of the first sliding grooves penetrate through the fixed frame; fixed rods are slidably connected inside the first sliding grooves; clamping grooves are formed in the bottoms of the fixed rod; and second rotating shafts are symmetrically arranged in the clamping grooves. According to the invention, the waterproof coiled material laying construction can be rapidly and efficiently conducted on an arc-shaped area or the surface of a pipeline, and the method is suitable for being popularized.
