A cutting circulation driving device is arranged below the telescopic frame device; the device has the beneficial effects that the conical sleeves are arranged on the two sides of the cutting blade, cooling water is released through the compressed permeable sponge, and therefore the device can cool the cutting blade through the cooling water with the proper amount, waste of the cooling water is greatly reduced, and the cooling efficiency is improved. Through the use of the circular ring type sealing ferrule and the cutting blade sealing gasket, the problem that cooling water is wasted when the cutting blade is not used can be avoided.
