The invention relates to a joint cutting device for road and bridge construction. The joint cutting device comprises a walking frame, a front drilling mechanism and a rear cutting mechanism. A front drilling mechanism and a rear cutting mechanism are arranged at the front end and the rear end of the walking frame correspondingly. The front drilling mechanism comprises a drilling frame, a guide rod, a guide seat, a return assembly, a positioning assembly, a reciprocating type driving assembly and a drilling assembly; the drilling frame is arranged at the front end of the walking frame; the return assembly comprises a baffle, a spring and a guide sleeve; the guide sleeve is fixed on the guide seat and sleeved on the guide rod, the baffle plate is fixed on the guide rod and positioned in the guide sleeve, and the spring is arranged between one end of the guide sleeve and the baffle plate; the positioning assembly comprises a rack, a notch gear and a positioning motor, and the reciprocating type driving assembly is assembled on the guide seat; the drilling assembly comprises a drilling motor and a drilling rod. According to the method, drilling operation is firstly carried out before cutting construction, pressure release points are provided through multiple holes, the phenomenon of saw clamping in the later period is avoided, and continuous cutting seam construction is converted into multi-section interval continuous operation.
