The invention discloses a speed-adjustable movable grouting device for hydraulic engineering construction and an implementation method of the speed-adjustable movable grouting device for hydraulic engineering construction. The speed-adjustable movable grouting device comprises a moving trolley and a push-pull handrail fixedly connected to the top of one end of the moving trolley, wherein a spherical shell is arranged on the side wall of the output end of a stirring cylinder through a connecting pipe; a discharging pipe is arranged on the side wall of the other end of the spherical shell; a middle ball is movably clamped in a cavity of the spherical shell; a plurality of material conveying channels are uniformly formed in the positions, corresponding to the end opening of the connecting pipe, of the side wall of the middle ball; a rotating shaft is fixedly connected to the side wall of the middle ball on one side of the material conveying channels; one end, far away from the middle ball, of the rotating shaft penetrates through the side wall of the spherical shell and extends to the outside of the spherical shell; the tail end of the rotating shaft is fixedly connected with a steering handle; the steering handle is rotated to be matched with the rotating shaft to control the middle ball to rotate; the material conveying channels with different inner diameters are adjusted to be communicated with the connecting pipe and the discharging pipe for mortar conveying; and the material conveying channels with different inner diameters are used for adjusting and changing the slurry outlet speed of a grouting pipe at the tail end of the discharging pipe.
