The invention relates to the technical field of sponge city road surface pavement, in particular relates to a garden permeable road surface pavement structure and a pavement method, and aims to overcome the defect that in the prior art, rainwater infiltrating through a surface layer possibly permeates upwards, so that the rainwater is splashed out when a road surface is pressed, and the ground is polluted by accumulated water. According to the technical scheme, the garden permeable road surface pavement structure comprises a base layer and a surface layer which are sequentially paved on the road surface from bottom to top; the surface layer is used for directly bearing vertical and horizontal pressure of pedestrians, and the surface layer is arranged to have water permeability; the base layer is used for bearing and absorbing the vertical pressure transmitted by the surface layer, and a drainage pipeline used for assisting in rainwater drainage is arranged in the base layer; and an impervious layer used for preventing rainwater from seeping upwards is arranged between the surface layer and the base layer. The pavement structure has the advantages that rainwater is prevented from reversely permeating upwards while rainwater permeates and is discharged downwards, the possibility of water accumulation on the road surface is reduced, and the cleanliness of sidewalks around municipal roads, landmark buildings and the like can be guaranteed conveniently.
