The invention relates to high-toughness early-strength polyurethane concrete and a preparation method thereof, and belongs to the technical field of concrete. In order to solve the problems of long hardening time and poor strength and toughness of existing concrete, the invention provides high-toughness early-strength polyurethane concrete, which comprises the following components: aggregate, cement, a molecular sieve, combined polyether, polyisocyanate, rubber particles and dioctyl phthalate. According to the high-toughness early-strength polyurethane concrete provided by the invention, the hardening time of the concrete is effectively shortened while the strength and toughness of the concrete are enhanced. In the preparation process of the high-toughness early-strength polyurethane concrete, physical toughening is performed through the rubber particles, chemical toughening is performed through the dioctyl phthalate, and the two toughening modes are combined, so that the polyurethane concrete obtains relatively high toughness. The ribbed reinforcing mesh is pre-buried in the concrete, so that the bending resistance and the tensile property of the high-toughness polyurethane concrete are further enhanced.
