The mechanism comprises a base body, a fixed seat, a sliding rod, a rotary fixed seat and a fixed circular plate, wherein a square groove is formed in the bottom of the base body and makes contact with the sandy soil ground, and a first threaded hole is formed in an upper end of the base body; the fixing base is fixed to an upper end of the base body through the first threaded rod and the first threaded hole. The high-speed heavy-load train rail damping mechanism is provided with a sandy soil ground, a base body, a fixing base, a first threaded hole, a first threaded rod, a second threaded rod, a second threaded hole, a rotary fixing base and a connecting base, and therefore the device is convenient to install. The working principle of the device is that when the device needs to be installed, the base body is firstly placed on the sandy ground, then the fixing base is fixed on the base body through a first threaded rod, a limiting roller is fixed on the outer side of a guide rail through a second threaded rod, then the rotary fixing base is fixed on the outer side of the base body through a bolt, and the first connecting rod and the second connecting rod are connected with the rotary fixing base.
