The invention discloses an urban mountain torrent prevention and inland river ecological water replenishing combined water control method. The method comprises the following steps of 1, tunnel construction; 2, flood intercepting hub engineering; 3, water replenishing engineering; 4, an integrated automation system; 5, water conservancy calculation; and 6, engineering operation management. A monitoring management center is arranged in the step 4, and a remote monitoring automatic management system is established by combining integrated automatic management software. The method is safe and reliable, and meanwhile the urban mountain torrent drainage and waterlogging drainage problems and the urban inland river water quality problem are solved; an urban mountain torrent drainage main tunnel and an inland river ecological water replenishing main tunnel are ingeniously combined, tunnel construction investment is convenient to manage and save, and ecological damage and environmental influences caused by tunnel excavation are reduced; and regulation and storage are conducted by means of the difference between peak and valley electricity prices and reservoirs built around an urban area, water is pumped to the reservoirs in the valley period to store the daily water replenishing amount, then water is replenished to urban inland rivers, the water pumping electric charge is reduced, and the operation cost is saved.
