The invention relates to the excavator technology, aims to solve the problem that an existing excavator electronic fence is a vertical fence or a horizontal fence, and provides an excavator electronic fence setting device and method and an excavator. The setting device comprises a controller, an instrument, a pose sensor and a control device; the instrument comprises an accessory setting module used for setting accessory parameters and a demarcation point calibration module used for calibrating at least two electronic fence demarcation points; when the demarcation point calibration module is triggered, the controller determines the coordinate position value of the current position of an accessory predetermined point in a working device in an excavator coordinate system through the pose sensor, and calibrates the current coordinate position of the accessory predetermined point as an electronic fence demarcation point; and the controller takes a connecting line between every two adjacent electronic fence demarcation points as the excavator electronic fence. The shape of the electronic fence can be set according to actual conditions, corresponding parts are protected, and meanwhile limitation of the electronic fence on the moving range of accessories is reduced as much as possible.
