The construction method comprises the following steps that cement paste is jetted on a sludge stratum in a designed foundation pit to form cement board blocks; positioning piles are welded to pile foundation steel casings in the designed foundation pit; brackets are welded to the outer sides of the positioning piles, enclosing purlins are installed at the tops of the brackets to serve as inner guide frames, outer guide frames are arranged on branch trestle steel pipes, and installation positions are formed between the inner guide frames and the outer guide frames; steel sheet piles are hoisted, the ends of the steel sheet piles penetrate through the installation positions, the steel sheet piles vertically penetrate through the sludge stratum and reach a coarse gravel soil layer, inserting and driving of all the steel sheet piles are completed, and a cofferdam is formed; water is pumped into the cofferdam to the elevation position of a riverbed surface, and inner supports are installed; and underwater mud suction operation is conducted to form a foundation pit, concrete bottom sealing is conducted when a riverbed in the cofferdam descends to be below the bottom surface elevation of bottom sealing concrete, and water pumping is conducted after the strength of the bottom sealing concrete reaches the designed strength.
