The invention provdies a manufacturing method of a viscosity-reducing asphalt concrete pavement material. The manufacturing method comprises the following steps: (1) adding poly (1, 2-propylene glycol), polyvinyl butyral, benzoyl peroxide and hydroxyl polydimethylsiloxane into a reaction kettle, uniformly mixing, increasing the pressure to 0.3-0.35 MPa, continuously pressurizing for 30-50 minutes, controlling the temperature to 90-95 DEG C, then releasing the pressure to atmospheric pressure, reducing the temperature to 60-70 DEG C, respectively adding dibutyl phthalate of which the mass is 5-8% of that of poly (1, 2-propylene glycol) and ascorbic acid of which the mass is 3-5% of that of poly (1, 2-propylene glycol), separating out precipitates, carrying out reduced-pressure suction filtration to obtain filtrate, and regulating the pH value of the obtained filtrate to 6-6.5 by using a pH regulator to obtain the viscosity reducer. The viscosity reducer has good compatibility with asphalt and can effectively and rapidly adsorb asphalt, after the viscosity reducer is added into asphalt, a reticular lattice structure can be formed, and a stable and non-segregated mixture is formed, so that the rheological property of the asphalt is greatly improved, and the viscosity reducer is more easily and quickly dispersed on the surfaces of cement particles.
