The construction process comprises the steps that in the earth excavation stage, a well is drilled in the position needing precipitation, a steel pipe with holes is buried in the drilled well, and a water pipe is arranged in the steel pipe with holes and connected with a self-priming pump; a graded broken stone layer, a plastic film layer, a cushion layer, a waterproof roll layer, a waterproof additional layer and a foundation reinforcing mesh layer are sequentially arranged upwards from the elevation of the lowest point of the rock, and a sealing piece is arranged in the foundation reinforcing mesh layer; and the water pipe of the self-priming pump is detached before concrete pouring, the steel pipe with the holes is sealed through the sealing piece, and concrete pouring is conducted after sealing. According to the construction process, by arranging the steel pipe with the holes and the sealing piece, the water level in the steel pipe with the holes is lowered through the self-priming pump before concrete pouring, the top of the steel pipe with the holes is sealed through the sealing piece before pouring, concrete pouring is rapidly conducted, reliability is high, cost is low, and construction efficiency and construction quality can be improved easily.
