The invention relates to the field of auxiliary tools, in particular to a floor tile laying device and a floor tile laying robot. The floor tile laying device comprises a base body, a floor tile taking and placing mechanism and a resettable rotary connecting mechanism; the floor tile picking and placing mechanism is used for picking and releasing to-be-laid floor tiles; the floor tile taking and placing mechanism is rotatably connected with the base body through the rotary connecting mechanism; relative to the base body, the floor tile taking and placing mechanism can be located at a first position or rotates to a second position from the first position under the action of external force; and the rotary connecting mechanism is configured to enable the floor tile taking and placing mechanism to return to the first position when the external force is removed. During use, the to-be-laid floor tiles abut against laid floor tiles by applying power, and the floor tile taking and placing mechanism can passively rotate for enabling the floor tiles to be aligned in a self-adaptive mode, so that the reliability is good. Compared with visual alignment, the mode has lower requirements on a light source. Furthermore, parts such as a positioning clamping pin are assembled on the floor tile taking and placing mechanism, so that the laying efficiency can be greatly improved.
