The invention discloses a safe and noise-reducing pavement material and a preparation method thereof. The pavement material comprises aggregate, mineral powder and an asphalt composition, and the porosity of the pavement material is 20% +/-1%. The pavement material provided by the embodiment of the invention at least can solve the following problems that the internal environment of a tunnel is closed, and along with the increase of the length of the highway tunnel, various sounds of internal vehicles and the like are reflected by a wall surface for multiple times to generate a relatively large noise value, so that the physical and psychological health of drivers and conductors, maintenance personnel and other operators in the tunnel is seriously influenced, and driving safety is threatened. According to the pavement material disclosed by the invention, by controlling the porosity, the pavement structure formed by the pavement material can have openings in the surface and proper communicating pores in the pavement structure, so that the tunnel noise can be effectively reduced, and the safety and comfort in the construction and operation processes are improved.
