The upper-layer bridge deck structure comprises an upper-layer bridge deck slab and a plurality of first cross beams; the first cross beam comprises a first variable cross-section beam and two second variable cross-section beams; the first variable cross-section beam is arranged between the two main trusses, first variable cross-section sections connected with the corresponding main trusses are arranged at the two opposite ends of the first variable cross-section beam in the length direction respectively, and the cross-section height of each first variable cross-section section is gradually decreased from the end connected with the corresponding main truss to the end away from the corresponding main truss; a second variable cross-section beam is arranged on the side, away from the first variable cross-section beam, of each main truss, and each second variable cross-section beam is provided with a second variable cross-section section connected with the corresponding main truss. And the section height of the second variable cross-section section of each second variable cross-section beam is gradually reduced from one end connected with the corresponding main truss to one end far away from the corresponding main truss.
