The device comprises a base, a telescopic arm, a first transmission mechanism, a telescopic mechanism and a clamping mechanism. When a vehicle passes, a toll collector puts a toll card in the clamping mechanism at one end of the telescopic arm, and a driver drives the vehicle to the pressing plate; then the pressing plate moves downwards to drive the telescopic arm to rotate through the first transmission mechanism, the telescopic arm rotates to the position close to a driver; meanwhile, the telescopic mechanism drives the inner rod to stretch out of the hollow rod, the clamping mechanism is driven to be closer to the driver, and the driver takes out a toll collection card from the clamping mechanism and then drives away from the pressing plate; finally, the elastic potential energy accumulated in the first elastic telescopic rod drives the pressing plate to move upwards to reset; meanwhile, the pressing plate drives the telescopic arm to rotate to reset through the first transmission mechanism, and the telescopic mechanism drives the inner rod to retract into the hollow rod when rotating, and the process is repeated. Therefore, the toll card can be quickly transmitted, and the passing efficiency of the toll station is improved.
