The invention relates to the technical field of road engineering materials, in particular to activated recycled powder, a preparation method thereof and an asphalt mixture containing the activated recycled powder. The activated recycled powder is prepared from the following raw materials: recycled powder, an additive and an activating agent aqueous solution; the mass ratio of the recycled powder to the additive is (7-8): (2-3), and the ratio of the total mass of the recycled powder and the additive to the mass of the activating agent aqueous solution is 1: (5-10); the additive contains transitional metal elements; the activating agent aqueous solution is an alkali metal hydroxide aqueous solution and/or a silane coupling agent aqueous solution. The physical mode and the chemical mode are compounded so that the adsorption effect between the recycled powder and asphalt can be effectively improved, the activity of the recycled powder is improved, the adsorption capacity between asphalt mortar and aggregate is enhanced, the performance of the asphalt mixture is improved, and the defects of low-temperature performance, fatigue performance and water stability of the asphalt mixture caused by the use of the recycled powder are overcome.
