The invention provides a connecting structure between a prefabricated concrete cross beam and a pier column and a construction method. The prefabricated cross beam is of a concrete structure, does not need to erect a support during construction, is low in cost, convenient to maintain and repair, simple in site construction, high in construction speed, small in interference to existing railways and roads, low in assembly mode precision requirement and easy to guarantee the line shape of the cross beam.
