The invention relates to a mounting device for a stay cable of a special-shaped leaning tower and a construction method thereof, and the device comprises a first winch, a first pulley block, a first pull rope, a second winch, a second pulley block and a second pull rope. The first winch is arranged on a bridge floor and is correspondingly located on the inlet side of a cable hole of the leaning tower; the first pulley block is arranged at the top of the leaning tower, is correspondingly positioned on the inlet side of the cable hole and is provided with a first connecting part connected with the cable body; the first pull rope is wound on the first pulley block, the first end of the first pull rope is fixed to the top of the leaning tower, the second end of the first pull rope is connected with the first winch, and the first winch pulls the first pull rope to vertically lift the cable body to an inlet of the cable hole; the second winch is arranged on the top of the leaning tower and located on the anchoring side of the cable hole; the second pulley block is arranged at the top of the leaning tower, is correspondingly positioned on the anchoring side of the cable hole and is provided with a second connecting part connected with the end part of the cable body; the second pull rope is wound around the second pulley block, the first end of the second pull rope is connected with a second winch, and the second winch pulls the second pull rope to pull the cable body into the cable hole from the inlet side of the cable hole to the anchoring side for anchoring.
