The invention discloses a method and a device for performing high-rise building construction by adopting hydraulic jacking assemblies, which are characterized in that a group of hydraulic jacking assemblies are respectively mounted on outer walls on two symmetrical sides of a building, a rail is mounted at the top of each hydraulic jacking assembly, a portal crane is mounted at the top of each rail, and winches are respectively arranged at two ends of a cross beam of each portal crane. Vertical transportation of building materials is achieved through the winches, and horizontal transportation of the building materials is achieved through movement of the portal cranes on the rails. Two-side hoisting can be achieved simultaneously, the construction period is shortened, and the hoisting efficiency is improved. Hoisting points are flexible in arrangement, and roads on the two sides of the building can be hoisted. Horizontal and vertical material lifting is achieved through one set of equipment, the labor cost is reduced, and the construction cost is saved. Intelligent self-lifting can be carried out, the device is attached to a wall, and the stability and integrity are higher.
