The invention relates to a hydraulic synchronous jacking device for a high-rise structure and a construction method. The hydraulic synchronous jacking device comprises a plurality of jacking systems and mounting platforms which are arranged at the bottom of the high-rise structure correspondingly. The jacking systems and the mounting platforms are distributed at intervals in a staggered mode withthe high-rise structure as the center. A plurality of strip-shaped foundations arranged at intervals are arranged at the bottom of the high-rise structure. The jacking systems are arranged on the strip-shaped foundations. Each jacking system consists of a hydraulic jack, a control system used for controlling the hydraulic jack to jack or fall back, and high-precision sensors arranged on the hydraulic jack. The high-precision sensors comprise displacement sensors, center offset sensors and elevation error sensors. By the hydraulic synchronous jacking device, the problem that a high-rise steel structure is difficult to mount can be solved.
