According to the invention, the low-calorific-value solid wastes are subjected to aerobic roasting, so that organic matters in the low-calorific-value solid wastes are volatilized, and residues are mainly silicon dioxide and other components, so that the low-calorific-value solid wastes can be turned into wealth as a roadbed base material, and the purpose of efficient and comprehensive utilization is achieved.
