The invention provides a passive roof subarea stubble throwing structure and a construction method. The passive roof subarea stubble throwing structure comprises vapor-proof layers arranged on roof base plates of all subareas, thermal insulation layers, waterproof bottom layers and waterproof surface layers, wherein the vapor-proof layers are used for throwing stubbles to the next subarea, the at least two thermal insulation layers are stacked on the vapor barrier layers in a staggered mode, and stubbles of each thermal insulation layer are thrown to the next subarea, stubble throwing parts of the vapor-proof layer and the thermal insulation layers are gradually shrunk towards the corresponding subarea from bottom to top in a step shape, the waterproof bottom layers are arranged on the thermal insulation layers, are turned downwards, are attached to the outer edges of the stubble throwing parts of the thermal insulation layers, and are jointed with the vapor barrier layers, and the waterproof surface layers are arranged on the waterproof bottom layers, cover the stubble throwing parts of the thermal insulation layers and are temporarily fixed with the waterproof bottom layers.
