The anti-rutting asphalt comprises an asphalt mixture and cement slurry in a weight ratio of (3-4.8): 1; based on the total amount of the asphalt mixture, the asphalt mixture is prepared from the following raw materials in parts by weight: 3-10 parts of matrix asphalt, 80-100 parts of coarse aggregate, 10-20 parts of fine aggregate and 0.05-0.3 part of an anti-rut agent, based on the total amount of the cement slurry, the cement slurry is prepared from the following raw materials in parts by weight: 0-70 parts of cement, 80-100 parts of water, 20-40 parts of mineral powder, 40-80 parts of sand and 2-6 parts of an additive, the preparation method comprises the following steps: firstly preparing the asphalt mixture, then flattening, pouring the cement slurry on the flattened asphalt mixture, and curing to obtain the asphalt pavement. The asphalt provided by the invention has excellent anti-rutting performance.
