The invention provides a fabricated foundation pile anti-pulling static load test device and method. A foundation pile is provided with anti-pulling steel bars stretching out of the end face, and the foundation pile anti-pulling static load test device comprises a counter-force device and a loading device. The counter-force device comprises a supporting platform and a first buttress, and the loading device comprises an anchoring plate, a jack and an anti-pulling steel bar locking structure. The anti-pulling steel bar locking structure comprises fixing pieces, first anchoring beams, second anchoring beams and connecting pieces, the second anchoring beams are erected on the first anchoring beams, a gap allowing the anti-pulling steel bars to stretch out is formed between every two adjacent second anchoring beams, the fixing pieces are used for being fixedly connected with the anti-pulling steel bars, the fixing pieces abut against the two adjacent second anchoring beams, and the connecting pieces are used for connecting the anchoring plate and the first anchoring beams.
