The invention relates to an underground cross hole construction device. The underground cross hole construction device comprises an air pressure propeller and a pipe column used for forming the hole wall of a cross hole; the air pressure propeller comprises a main air cavity provided with an air hole and a telescopic arm connected to the main air cavity and driven by air in the main air cavity to extend; the pipe column comprises a plurality of sections capable of being arranged on the wall in a sleeving mode; and one of the sections is provided with a pointed end, and the adjacent sections abut against each other through conical surface fit. The underground cross hole construction device is used for forming the cross hole underground.
