A shell body is provided with an inner cavity and a first guide hole, the first guide hole is located in the top of the shell body and communicates with the inner cavity, the inner cavity is used for placing a viscous medium; a first transmission part penetrates through the first guide hole and extends into the inner cavity, a second transmission part is in transmission connection with the first transmission part, when the first transmission part moves in the vertical direction, the second transmission part can rotate, a flow choking assembly is installed on the second transmission part, and the flow choking assembly is provided with energy consumption holes. According to the energy consumption device, the rotating motion of a transmission assembly is achieved by utilizing the external vertical excitation effect, the flow blocking assembly, the energy dissipation holes and the rotating motion are combined, and therefore the viscous force generated when the flow blocking assembly stirs the viscous media can be greatly increased, the energy consumption capacity of the energy consumption device can be greatly improved, and the energy consumption device is environmentally friendly, safe, energy-saving and efficient, and meets the anti-vibration/earthquake requirements of modern construction.
