The invention relates to a sponge city rainwater collection and utilization system. A flow discarding and sewage intercepting device is connected with a rainwater well, a reservoir is connected with the flow discarding and sewage intercepting device, and the flow discarding and sewage intercepting device is connected with a sewage discharging pipeline. An overhaul well and a water outlet well are arranged in the reservoir, and the water outlet well, a rainwater purification device, a clean water tank and a rainwater recycling device are sequentially connected. The reservoir comprises a rainwater storage module, a backwashing device, a pollution discharge device and a rainwater lifting pump, the rainwater storage module is arranged in a concrete foundation pit and is wrapped by an impermeable film, and the overhaul well and the water outlet well are arranged in the rainwater storage module. A backwashing device and a blowdown device are arranged at the bottom of the rainwater storage module. The rainwater lifting pump is arranged in the water outlet well and communicates with the rainwater purification device. Geotextile, the medium sand layer and the original soil layer are sequentially covered above the reservoir.
