The invention relates to the technical field of energy conservation, and discloses a cold water recycling device for civil buildings in alpine regions, which is used for automatically collecting cold water in hot water pipes of the civil buildings so as to improve the utilization rate of water. The system comprises a controller, an electromagnetic valve, a water temperature detector, a water recycling pipe and a water collecting tank, the water collecting tank is communicated with a hot water inlet pipe at the water intake of the civil building through the water recycling pipe, the electromagnetic valve and the water temperature detector are both arranged in the water recycling pipe, and the controller is electrically connected with the water temperature detector and the electromagnetic valve. The system is suitable for places with hot water requirements during hot water pipeline laying of toilets, shower cubicles, kitchens and the like of civil buildings, and is particularly suitable for places with concentrated household hot water requirements in alpine regions.
