The invention discloses a retard-bonded prestressed tendon tensioning and heating device and heating method. The heating device comprises a plurality of first heating plates used for covering the horizontal plane of a to-be-tensioned member and a plurality of second heating plates used for covering the vertical plane of the to-be-tensioned member; the first heating plates are spliced into a whole through bonding parts; the multiple second heating plates are detachably connected with the vertical surface through clamping and fixing parts; each of the first heating plates and the second heating plates comprises two layers of thermal radiation films; a thermal insulation layer is arranged between the two layers of thermal radiation films; a heating belt is laid on one side, opposite to the thermal insulation layer, of each thermal radiation film. The heating device also has the characteristics of high thermal efficiency, fire prevention, flame retardance, one-way heat transfer, convenience in manufacturing, firmness in connection, high adaptability, capability of performing fixed-length processing according to the size of the member and the like, and can ensure that the tensioning of a retard-bonded prestressed tendon is not influenced under the condition of low temperature, so that the influence of the temperature on the tensioning construction of the retard-bonded prestressed tendon is effectively avoided.
