When the ratio of the liquor making industry waste liquid to the potassium acetate is 2: 1, the freezing resistance of the snow removing agent can be well improved, meanwhile, economic benefits are met, 0.4-0.5% of sodium dihydrogen phosphate is added into the system, and the slow release rate of the whole system can reach 95% or above.
