The invention relates to a sleeve drill pipe drilling tool. The sleeve drill pipe drilling tool comprises a transition connector connected to a drilling machine, an unearthing hole is formed in the side wall of the lower end of the transition connector, a sleeve drill pipe fitting is detachably connected to the lower portion of the transition connector, and a drill bit is detachably connected to the lower portion of the sleeve drill pipe fitting; the sleeve drill pipe fitting comprises a plurality of sections of cylindrical sleeve drill pipes which communicate with one another, spiral blades are arranged on the inner wall and the outer wall of each section of sleeve drill pipe respectively, and a material hole is formed in the side wall of the lower end of each section of sleeve drill pipe; and a plurality of groups of soil scrapers are annularly arranged on the inner wall of the lower end of each section of sleeve drill pipe. The invention further relates to a construction method for pulling out an old pile through the sleeve drill pipe drilling tool. According to different old pile types, the drill bits and the soil scrapers which are matched with each other are selected, a pile body and a soil body can be rapidly and well separated, and efficient, convenient and stable old pile pulling-out operation is achieved.
