The invention relates to a delayed permeation type chloride ion curing agent with a core-shell structure and a preparation method thereof. The curing agent is spherical and has the core-shell structure, the core is an aluminate cement hydrated product, and the shell wall is calcium alginate gel. The delayed permeation type core-shell structure chloride ion curing agent provided by the invention can remarkably improve the chloride ion in-situ curing capacity. The core-shell structure material is added into a cement-based material, chloride ions slowly permeate into the structure through a shell surface aqueous solution migration channel through water absorption swelling and react with an aluminate cement hydration product to form Friedel's salt, and long-acting curing of free chloride ions is achieved.
