The device comprises a moving vehicle assembly, two sets of compacting and leveling assemblies arranged at the bottom of the moving vehicle assembly and a driving assembly used for driving the compacting and leveling assemblies; each compacting and leveling assembly comprises a secondary pressing plate and a primary pressing plate; the top of each secondary pressing plate is slidably connected with the moving vehicle assembly through two first sliding rods; each primary pressing plate is slidably connected with the corresponding secondary pressing plate through another two first sliding rods; and the outer walls of the first sliding rods located at the top of each secondary pressing plate are sleeved with first springs. The method comprises the steps that the device is connected with a traction vehicle through a traction hook, the traction vehicle is manually driven to move to a road surface needing to be leveled, a motor is started, and the traction vehicle is driven to gradually move along the leveled road surface, so that leveling can be conducted. According to the invention, the designable self-weight is relatively low, and the use is relatively convenient.
