The novel cofferdam comprises steel pipe piles and first steel sheet piles, wherein the steel pipe piles are inserted into a riverbed and extend to a rock stratum, the steel pipe piles are arranged in a surrounding mode to form a cofferdam structure, the first steel sheet piles are inserted into the riverbed and extend to the rock stratum, all the first steel sheet piles surround the outer side of the cofferdam structure and are connected with the corresponding steel pipe piles, and the adjacent first steel sheet piles are meshed with one another through clamping hooks. The construction method of the novel cofferdam comprises the following steps that the plurality of steel pipe piles and first steel sheet piles are inserted into the riverbed, the multiple steel pipe piles are arranged in the surrounding mode to form the cofferdam structure, all the first steel plate piles are arranged on the outer side of the cofferdam structure, a drilling machine stretches into the steel pipe piles to drill a channel on the rock stratum, muddy water in the steel pipe piles is pumped out, and reinforcement cages are put down in the steel pipe piles so that part of the reinforcement cages can be located in the channel of the rock stratum and part of the reinforcement cages can be located in the steel pipe piles, concrete is poured into the steel pipes piles, the concrete and the reinforcement cages are combined to form anchoring piles, and a foundation platform is dug out inside the cofferdam structure.
