The invention discloses an arch bridge cantilever construction system and method, and aims to save the construction period of an arch bridge cantilever and reduce the input of buckling anchor cables. Therefore, the arch bridge cantilever construction method provided by the invention comprises the following steps: constructing an anchorage and a buckling tower on a junction pier; and constructing a main arch ring, taking the anchorage as a rear anchor system of the main arch ring, connecting the anchorage with the buckling tower in an anchoring mode through an anchor cable, and connecting the other side of the buckling tower with the main arch ring in an anchoring mode through a cable-stayed buckling cable, wherein the main arch ring is formed by pouring multiple sections of arch box cantilevers, and in the construction process of the main arch ring, all sections of arch boxes of the main arch ring are alternately tensioned through pre-stressed steel beams and cable-stayed buckle cables.
