According to the existing line lower row pile enclosure structure, a firm overhead system is formed by arranging overhead auxiliary beams, row piles and fulcrum piles under an existing railway, the existing line is supported and protected, the excavation range of s foundation pit under the railway during cast-in-place construction is more effectively reduced, and when some important facilities exist nearby the planned construction site and cannot be moved and changed, protection and slope closing do not need to be additionally conducted on the foundation pit any more; when a field soil layer is a soft stratum, soft soil in a passive area is reinforced through mutually-meshed jet grouting piles, the mechanical property of a soil body in the passive area is improved, more passive area resistance is provided for horizontally-stressed enclosure row piles, and a tunnel bridge base reinforcing area is arranged between passive reinforcing areas to conduct reinforcing treatment on an existing roadbed and the soft stratum; and in addition, a mattress layer and a reinforcing layer are further adopted, so that the supporting capacity of the whole row pile enclosure structure when a tunnel bridge is built under the existing railway is improved.
