The invention relates to high-viscosity modified asphalt for a water-permeable pavement, which comprises a first component which is asphalt; a second component which is filling particles with a porous structure; and a third component which is a colorless cementing material. The second component and the third component are well uniformly mixed and then dispersed into the first component. According to the technical scheme, the asphalt is modified through pervious concrete and the colorless cementing material, and the permeability performance of the asphalt can be improved.
