The device comprises stand columns, a wall-attached device hanging piece, a climbing head, an ascending power steering box, a hydraulic oil cylinder, a descending power steering box and a climbing rail steel belt. The climbing head is positioned at the upper end of the stand columns and is connected with the wall-attached device hanging piece through a bearing bolt; the climbing rail steel belt is located between the two stand columns and penetrates through the descending power steering box, the ascending power steering box and the climbing head, and the upper end of the climbing rail steel belt is hung on the wall attaching device hanging piece. The ascending power steering box and the descending power steering box are connected through the hydraulic oil cylinder, the ascending power steering box is fixed with the climbing head and the stand columns, the ascending power steering box and the descending power steering box respectively comprise an upper rotatable power steering block and a lower rotatable power steering block, and the upper power steering block and the lower power steering block can be inserted into resistance holes in a rail climbing steel belt or abut against the resistance blocks.
