The method comprises the steps that S1, a steel plate covers a wellhead of the tube well; S2, elevation is preset, and the position of the tube well is positioned and recorded; S3, comprehensive material spreading is conducted within the roadbed range till the preset elevation is reached, and a material layer is formed, wherein the roadbed range comprises the tube well range, and the material layer comprises a lime soil layer and a water stable layer; S4, reverse excavation is conducted at the position of the tube well, and materials covering the tube well are removed; S5, the tube well is heightened till the elevation is reached; S6, volume is preset, and after a reinforcing area with the preset volume is excavated in the periphery of the tube well, a steel bar mesh is mounted in the reinforcing area; S7, concrete pouring is conducted in the reinforcing area, and a concrete layer is formed; and S8, asphalt is poured on the concrete layer, and an asphalt pavement is formed. Consistency of the compactness within the roadbed construction range is guaranteed, the problem of differential settlement is prevented, and the road driving comfort level is improved.
