The invention discloses an offshore wind power single pile foundation scouring protection reinforcing structure and method. A backfill gravel layer is arranged in a seabed, can achieve the effect of leveling the seabed, and meanwhile achieves the effects that the sinking amount of gravel into the seabed is small, and the project amount is reduced; a sand quilt filtering layer can achieve the effect of preventing reverse osmosis of sand in the lower seabed; a gravel surface protection layer achieves the effects of increasing the scouring starting flow speed and reducing the risk that a protection material is scoured away; and a net bag gravel protection abutment can achieve the effect of further improving the bearing capacity of a single pile foundation. The four materials supplement one another to form the new protection structure, and the good scouring protection effect can be achieved. The graded gravel is adopted, the number of the graded gravel sinking into the seabed is small, and then the square amount of the backfill gravel is reduced as much as possible; and then the sand quilt filtering layer is used for preventing the situation that a lower seabed soil body upwards permeates through the lower backfill gravel layer, consequently, the seabed soil body is lost, and a scouring protection device loses efficacy overall.
