The invention discloses an offshore wind power pile foundation scouring protection construction method which comprises the following steps: after piling of a pile foundation is completed, two laying boats are driven to two sides of the pile foundation in parallel; laying a plurality of interlocking row units around the pile foundation on two row laying ships according to a preset shape, and splicing to form two interlocking rows; the two geotextile laying ships are close to each other, and the two interlocking rows are connected through the connection reinforcing row to form an integral interlocking row; and the two row laying ships slowly translate outwards at the same time, and the integral interlocking row sinks along the pile foundation and is flatly laid outwards underwater. According to the scour protection construction method for the offshore wind power pile foundation, rapid construction can be conducted after piling, and scour pits formed after piling can be reduced to the minimum extent; the soft mattress can adapt to the change of a seabed and can prevent the bottom from being emptied; the integral interlocking row can enter water integrally without using large hoisting tools and the like, so that the construction is quick and simple, and the cost is low.
