The invention relates to the technical field of seabed pile foundation construction equipment, in particular to a pile splicing device. The pile splicing device comprises a fixed guide seat, a tubular main shaft is fixedly arranged on the fixed guide seat, an oil cylinder is fixedly arranged on the fixed guide seat, a piston rod end of the oil cylinder penetrates through the main shaft and is fixedly connected with a movable guide seat, and the movable guide seat is in sliding fit with the main shaft; and a plurality of pairs of guide grooves with inclined bottoms are formed in the fixed guide seat and the movable guide seat, and a tensioning plate is embedded in each pair of guide grooves and is in sliding fit with the bottoms of the guide grooves. According to the pile splicing device, tight connection can be formed through the tensioning plates and a pipe pile, the construction precision of the pipe pile is guaranteed, and the driven pipe pile can be conveniently pulled out. The invention further provides a pile replacing device using the pile splicing device.
