The method comprises the following steps: mixing liquid steel slag, a simple substance carbon substance recovered substance and a steel slag online modifier to obtain a mixture; and performing constant-temperature treatment on the mixture to obtain modified steel slag, wherein the mass fraction of the simple substance carbon substance recovered substance in the mixture is 2.0%-5.0%; and the mass fraction of the steel slag online modifier in the mixture is 7.0%-40.0%. The method can effectively improve the recovery ratio of Fe in the steel slag, and is simple and efficient in process and low in investment cost. The invention further provides the modified steel slag and application thereof.
