The invention discloses a municipal concrete pavement slip form construction device which comprises two front bases and two rear bases, the side walls of the front bases and the side walls of the rear bases are rotationally connected with rolling wheels through rotating shafts, the upper ends of the front bases are fixedly connected with a material storage barrel, and a stirring shaft is rotationally connected into the material storage barrel. Stirring blades are fixedly connected to the side wall of the stirring shaft, a baffle is further fixedly connected to the side wall of the stirring shaft, and discharging grooves are formed in the side walls of the front bases. The invention further discloses a construction method of the municipal concrete pavement slip form. The construction method comprises the following steps that S1, selecting raw materials, and designing the mix proportion; s2, preparing a construction site; s3, stirring and transporting the concrete; s4, unloading and distributing materials; s5, performing joint cutting; and S6,performing acceptance and use. A material guide groove is periodically blocked by a baffle, so that the discharging speed of concrete and the walking speed of a paver can be unified, and a concrete pavement with qualified and uniform thickness can be constructed.
