The invention discloses a novel phase-change energy-saving wall based on an active and passive adjustment technology. The novel phase-change energy-saving wall comprises a transparent glass cover plate, an electric metal shutter, heat pipes, a concrete wall body, a heat preservation and insulation layer, a phase-change material plate and a cement mortar layer; the wall body is sequentially provided with the transparent glass cover plate, the electric metal shutter, the concrete wall body, the heat preservation and insulation layer, the phase-change material plate and the cement mortar layer from outside to inside; an air flow channel is formed between the electric metal shutter and the concrete wall body; ventilation openings are formed in the upper end and the lower end of the concrete wall body correspondingly; and the heat pipes comprise the forward-direction transfer heat pipes and the reverse-direction transfer heat pipes, wherein the forward-direction transfer heat pipes and the reverse-direction transfer heat pipes are arranged in a staggered mode. According to the novel phase-change energy-saving wall based on the active and passive adjustment technology, on the basis of the passive adjustment technology of the phase-change wall, the heat pipes, night sky radiation and solar heating and ventilation active adjustment technology are effectively integrated, the novel phase-change energy-saving wall is integrated with a wireless communication control means, active intervention regulation and control are enhanced, the annual indoor thermal environment quality is further improved, the indoor cold and heat loads are reduced to the maximum extent, and building energy consumption is reduced.
