The invention provides an under-sleeper rubber cushion plate which comprises a hard rubber layer and a soft rubber layer, the soft rubber layer is placed on the upper layer and used for being in contact with a sleeper, and a nylon cloth layer is further adhered to the lower surface of the hard rubber layer. According to the under-sleeper rubber base plate and the preparation process thereof, the under-sleeper rubber base plate is not prone to deformation under the continuous action of repeated rolling of wheels, especially in a high-temperature environment, not prone to abrasion or adhesion and the like, good in elasticity maintenance and long in service life, and the line maintenance cost can be greatly reduced.
