The invention discloses a railway fence crossing expelling warning device and an implementation method thereof. The warning device comprises a protective fence and a warning assembly, wherein the warning assembly is installed on the top end of the protective fence, the protective fence comprises a supporting column, a vertical rod, a transverse plate, anti-climbing transverse columns and a supporting group, and the warning assembly comprises a frame body, a loudspeaker, a cover plate, a battery pack, a circuit board, an active contact plate and a passive contact plate. When a person climbs the protective fence, the climbing difficulty of a climber is increased through the smooth anti-climbing transverse columns with the small diameter value, additionally, when the climber grasps the anti-climbing transverse columns, the climber can force the anti-climbing transverse columns to rotate and move downwards at the same time, the climbing difficulty of the rotating anti-climbing transverse columns is increased, the active contact plate is driven to move downwards by the anti-climbing transverse columns which move downwards, and the loudspeaker is turned on for warning. According to the whole device, the climbing difficulty of the climber is greatly increased, voice warning can also be given to the climber in real time, the climbing rate is reduced, and additionally, possible injuries caused by a traditional fence to the climber are reduced.
