When a fire or a traffic accident occurs around the pier, the pier can be affected by high temperature. The water suction pump operates to pump out water in the water collecting tank, and the water is guided into the cooling pipe to cool the pier. Water is sprayed to the surface and the periphery of a pier body through the water spraying pipe and the spray head to cool the pier, cooling of the pier is further enhanced, and meanwhile flames around the pier are extinguished. The spray head evenly sprays the water in the water spraying pipe, and water resources are saved. The heat dissipation plate dissipates heat of water stored in the water collecting tank, and the problem that the pier is affected by high temperature under the conditions of the fire or the traffic accident and the like is solved.
